Preheat oven to 425 degrees and line a sheet pan with parchment paper.
In a large skillet, cook ground beef it is browned. Add in spices and toast.
Add in undrained tomatoes. Let simmer until most liquid is absorbed. (About 7-10 minutes)
Heat tortillas in the microwave until warm. Lay flat on a baking sheet and spray with oil. Top half with cheese, then beef then more cheese. Fold over.
Bake 8-9 minutes, flipping halfway through. Bake longer if not crispy enough.
